The Finance Department is actively seeking a Risk Management System and Data Analyst.

This is technical work providing consults, reports, data review and statistical research to support Risk Management objectives and facilitate recommendations for process improvements. The work requires knowledge of techniques, methods, and procedures used in Risk Management which involves the use of specialized skills which are acquired through a combination of training and considerable on the job experience. Contacts with others require basic courtesy, tact, and effectiveness in dealing with others, including contacts to request or provide information, ask questions, or obtain clarification. Work is standardized in that tasks are covered by substantially diversified procedures and specialized standards and because of changing priorities or different situations, incumbents have the latitude to consider which of the many procedures or standards should be followed and in what sequence. The work involves differing situations requiring use of judgment in searching for solutions or new applications. Work is performed mainly in an office environment. Operates a personal computer and standard office equipment. Physical demands consist mainly of sitting or standing at a workstation for extended periods of time, using standard office equipment on an ongoing basis, and occasionally lifting and moving light objects. Work is performed under limited supervision where the work assignments are subject to established procedures, practices, precedents, methods, techniques, or well-defined policies; the worker plans and organizes the work and determines priorities; and the work is generally reviewed upon completion for technical accuracy, acceptability of results, quality and timeliness. - Generates a variety of standard reports and performs ad hoc reports as requested.
- Performs audits of risk management, financial and Origami information to ensure data integrity, reporting efficiency and to identify software and hardware problems.
- Summarizes and translates report data into organized and useable/actionable content to drive strategic decision making.
- Analyzes current procedures and recommends process improvement through utilization of Microsoft Office, database, Origami or other appropriate software/platforms.
- Assists department heads and management on claims data management, risk management data, system enhancements and financial data.
- Serves as the Origami administrator.
- Gathers data, documentation, prepares reports, and coordinates responses for various internal and external requests.
- May participate in providing analytical support and document preparation for collective bargaining negotiations.
- Demonstrates proficiency in the City of Jacksonville’s competencies.
- Performs related work as required.
Knowledge, Skills and Abilities

- Knowledge of the theories, principles and practices of data analysis and process improvement.
- Knowledge of principles, practices and techniques used to design, implement, maintain, and modify Origami or related database systems.
- Knowledge of computer hardware, software, and database systems.
- Knowledge of risk management practices, policies, processes, and terminology preferred.
- Skill in developing complex reports using advanced knowledge of Microsoft Office programs, reporting tools and databases.
- Advanced skill in the use of Microsoft Excel including the ability to import, clean and reformat data from various sources; use advanced formulas to create relational connections, apply business rules and perform calculations; create pivot tables, graphs/charts, dashboards, and professional summaries.
- Ability to analyze and recommend process and system design changes and upgrades.
- Ability to develop and conduct training for users on Origami and risk management processes and systems, which includes training manuals and reference materials.
- Ability to research, analyze and interpret rules, regulations, and policies.
- Ability to prepare documentation and reports for collective bargaining, public records requests, internal or external audit requests, and other internal or external reports as required.
- Ability to design, implement and maintain audit programs related to data integrity.
- Ability to communicate effectively both orally and in writing.
- Ability to establish effective working relationships.
- Ability to operate a computer utilizing Microsoft Office, Origami, and related software and standard office equipment.
Open Requirements/Supplemental Information

- Three (3) years of education and/or experience in computer science, information technology, statistics, business administration, risk management or related field.
- Advanced knowledge of Microsoft Excel required including the ability to import, clean and reformat data from various sources; use advanced formulas to create relational connections, apply business rules and perform calculations; create pivot tables, graphs/charts, dashboards, and professional summaries.
- Two (2) years of experience or courses in performing data analysis and creating reports and metrics.
- System implementation experience.
- The probationary period for this class is twelve (12) months.
