POSITION SUMMARY
The Senior Manager - Enterprise Observability Strategy and Governance, provides strategic leadership for enterprise‑wide observability programs and services, driving maturity and value across the full observability ecosystem. This role defines and executes the observability strategy, operating model, and multi‑year roadmap, establishing standards, governance, and success measures that guide consistent execution across multiple teams, platforms, and technology domains.
Accountable for an enterprise portfolio of observability initiatives spanning multiple towers, the Senior Manager balances competing business and technology priorities while serving as a trusted advisor to Observability and Technology leadership. Through strong governance ownership, portfolio management, and outcome accountability, this role advances platform scalability, financial optimization, and measurable business outcomes.
The ideal candidate brings a strong foundation in enterprise program management, observability technologies, and IT governance, with a passion for enabling data‑driven operations, operational resilience, and service excellence at scale.
What we expect of you –
Enterprise Observability Strategy & Portfolio Leadership:
Own the facilitation of the enterprise observability strategy and portfolio, for observability programs and services across infrastructure, application, and service domains to ensure alignment with enterprise technology and business priorities.
Strategic Roadmap Ownership:
Maintain, and evolve a multi-year enterprise observability roadmap, establishing platform direction, tooling strategy, and service maturity goals that guide execution across multiple teams and delivery organizations.
Enterprise Stakeholder Leadership:
Serve as the primary observability program advisor to senior technology and business stakeholders, balancing competing priorities, resolving cross-domain conflicts, and driving alignment across business units and technology platforms.
Governance & Standards Definition:
Establish enterprise observability governance frameworks, standards, and policies, ensuring consistent practices, regulatory compliance, and alignment with internal risk and control requirements.
Financial Strategy & Investment Oversight:
Support observability financial strategy, including investment prioritization, platform cost models, and long-term optimization approaches, ensuring spend is aligned to enterprise value and performance outcomes.
Risk & Compliance Ownership:
Accountable for the enterprise observability risk posture, including data integrity, security, and operational resilience, and for defining mitigation strategies in partnership with risk, security, and compliance teams.
Value Framework & Executive Reporting:
Facilitate the enterprise observability value framework, including standardized OKRs/KPIs, success measures, and executive reporting models used to assess platform performance and business impact.
Change Strategy & Enablement Direction:
Facilitate enterprise level change and adoption strategy for Observability programs, capabilities, establishing expectations, success criteria, and adoption approaches to be executed by delivery and program teams.
Platform Maturity & Innovation Leadership:
Monitor industry trends in observability, telemetry, and AIOps to inform strategic decisions, drive platform maturity, and identify opportunities to enhance enterprise operational efficiency and resilience.
REQUIRED QUALIFICATIONS
7+ years of experience leading complex, enterprise-scale programs or products within IT infrastructure, observability, or enterprise technology platforms.
3+ years of experience using Atlassian Jira as an enterprise system of record to govern intake, prioritization, and backlog structures, and to support standardized delivery and performance reporting across multiple teams, including epic, feature, and user story management.
3+ years of experience defining strategy, operating models, and governance frameworks for cross-functional programs delivered in Agile, SAFe, or hybrid environments.
3+ years of experience with observability concepts (metrics, logs, and traces), combined with broad knowledge of enterprise observability platforms (One or more of the following is required - Splunk, AppDynamics, Dynatrace, Grafana, Prometheus, OpenTelemetry) to define platform architecture direction and guide tooling strategy, vendor alignment, and integration decisions.
3+ years of experience establishing observability governance in partnership with ITSM/ITOM platforms such as ServiceNow, including CMDB alignment and enterprise reporting models.
3+ years of experience owning financial strategy for technology services, including investment prioritization, cost modeling, optimization approaches, and executive‑level financial governance.
PREFERRED QUALIFICATIONS
PMP (Project Management Professional) certification.
SAFe Program Consultant (SPC) or equivalent advanced Agile certification.
ITIL v4 Foundation certification.
Cloud certifications (AWS, Azure, or GCP).
Formal product management certification or advanced product management training (e.g., Pragmatic Institute, Certified Scrum Product Owner, or equivalent).
Atlassian Jira certification or equivalent Atlassian credential demonstrating advanced or enterprise level use of Jira to support product governance, standardization, and delivery transparency.
Experience working in healthcare or other highly regulated industries.
Strong executive level communication and stakeholder engagement skills, with proven ability to influence senior technology and business leaders and drive enterprise alignment.
Advanced analytical and problem-solving skills, with experience defining enterprise performance frameworks, OKRs/KPIs, and value measurement approaches.
Experience owning risk and compliance posture for enterprise platforms, including defining controls, mitigation strategies, and governance processes in regulated environments.
EDUCATION
Bachelor’s degree from accredited university or equivalent work experience (HS diploma + 4 years relevant experience).

Pay Range
The typical pay range for this role is:
$130,295.00 - $260,590.00
This pay range represents the base hourly rate or base annual full-time salary for all positions in the job grade within which this position falls. The actual base salary offer will depend on a variety of factors including experience, education, geography and other relevant factors. This position is eligible for a CVS Health bonus, commission or short-term incentive program in addition to the base pay range listed above. This position also includes an award target in the company’s equity award program.
